Merge portable work history after duplicate and conflict review
Do not overwrite one device with another. Separate exact duplicates, conflicts, and new records, then reconcile the merged total.
Classify three cases
A2 is an exact duplicate and is counted once. A3 differs, so it is held and then explicitly resolved to 240 seconds. B1 is new and is accepted.

The merged total is 900 seconds
Accepted IDs are A1, A2, A3, and B1. Verify 300+180+240+180=900 seconds; a held conflict is not a successful merge.
